La Gallega de Vela denounces to the Federation of Castilla y León for malpractice

The Leoness entity captures Galician athletes with a reduced cost and limited license in their promotion activities... the Inland Water Federation would be in breach of its objectives as set out in the Act on Sport in force in Spain.
The Royal Galician Federation of Vela has filed a complaint with the Committee of Sports Discipline of the Royal Spanish Federation of Vela against the Federation of Vela de Castilla y León for "malpractice," in the non-compliance with the National Licensing and Makeup Regulation, which, in its interpretation of the said Regulation, makes the defendant in order to win affiliates for which it receives a greater number of subsidies.
The Galician entity maintains that the Leoness is capturing Galician athletes due to the lower cost of their sports license, only for an economic matter because the geographical location of the defendant limits the actions and promotional events of this sport, only intended for light sailing as the practice of heavy sailing or Cruise is totally impossible when it is found its main associated club, the Noisy de León, in the inner waters of the Pantano de Luna reservoir.
After extensive checks the Galician approved, in the Board of Directors held on Tuesday 21 January, the intervention of this complaint to what they consider a "serious crime," which is in violation of the objectives of an autonomous federation under the Law on Sport, which are based on the promotion and development of sport in its territory and a violation of article 11.5 of the Licensing Regulation of the Spanish Royal Federation of Vela, in which it is reflected that "the licences must be issued by the autonomous Federation where the club has its headquarters, as well as the sportsman, technical judge, shipowner or is registered by the Spanish Federation, and that they have no direct link or practice of the same, are already in the public, and that they have no direct link with the one of the Spanish Federation, and that they are not in the same practice as they are already have in the one that they are in the public."
In clear fraud of the above-mentioned rule, the Federation of Sailing of Castilla y León, in order to avoid the lack of registration and the direct link of the sportsman with the practice of sailing in that autonomous community, in connivance with the Nautical Sailing Club of León, grants the title of "sports partner" of the said nautical club, to all those sportsmen issue their license by their federation, seeking in this way to make up the compliance with Article 11.5 of the Regulations of Licensing of the RFEV and to inform the sportsmen that they are not to obtain the correct purpose of the issue of the sport, even if they do not have the corresponding purpose of obtaining the certification in the Sailing of the same.
In addition, as a result of all this, the issuance of licences to athletes outside the autonomous community of Castilla y León and the subsequent inclusion of them in the electoral censuses of the federation allows people who have no connection with the sports activity in that community to participate in the federal elections. This behaviour, in addition to violating the principles set out in the Licensing Regulation, raises serious signs of electoral fraud, as people who do not practice sailing in Castile and León could influence the electoral results of the federation.
In another order of things, the financing of the Autonomous Federations, by the different Councils, are always linked to the number of sports licences that each Federation has, as well as those of its promotional activities, which in the case of the one of Castilla y León are made up and do not exist, being a large percentage of sports federations from other communities, which have no connection with the sailing in Castilla y León.
For this reason, the Royal Galician Federation of Vela requests the Disciplinary Committee of the Royal Spanish Federation of Vela to initiate disciplinary proceedings against the Federation of Castilla y León.
