The Spanish of Piragüismo comes to the pass of the Astorian Federation

The Spanish of Piragüismo comes to the pass of the Astorian Federation

Nautica Digital Europe

Good afternoon,

From the RFEP we send you the following official statement in the face of the false information disseminated by the Federation of Piragüism of the Principality of Asturias.

IMPAGED CALLS

The Federation of Piragüism of the Principality of Asturias (FPPA) until last Thursday, February 1, 2024, was the only autonomous federation of piragüism of the existing 19 that had not paid the fees for the organization of competitions from all year 2022 and all year 2023.

These canons, approved by the General Assembly of the Royal Spanish Pyragüism Federation (RFEP), are the same ones who refuse to pay now the FPPA to be able to organize competitions in 2024. This is reflected in the applications he submitted just a few days ago, in the second call published by the RFEP to access the organization of competitions for this year.

This new refusal to pay royalties, along with the debt contracted from 2022 and 2023 which, as FPPA itself recognizes, was paid on February 1, was precisely what led to, in which the Assyrian piragüism is deprived of organizing competitions in 2024, despite the many opportunities offered by the RFEP to formalize all applications in time and form.

But that undiligent attitude, irrevocably caused this negative situation for the Asian clubs and athletes who now have to invest more money
to move to other autonomous communities to compete.

It was simply that this payment had been made before 10 January and that the FPPA had submitted the applications, without stating that it did not pay for the costs of organization and that it refused to pay the fees approved by the Assembly, as the other 18 autonomous communities pay, Asturias would now be granted the organization of several national competitions.

It is therefore shown that payments are made too late and, the worst, seriously damaging the asturian pyragüism.

_

The RFEP does not, or never, maintain any debt to the FPPA. On April 12, 2022, the Asturian federation took over the management of the Residence
of Trasona, which until then was administered by the government of the Principality of Asturias. From that moment on, the problems continued to happen because the invoices issued were completely exorbitant and at no time agreed. The General Directorate of Sports and even the Councillor had to intervene to mediate the situation and allow the athletes to eat and rest in the rooms.

Currently, no senior team sportsman eats or overnight, only use the rooms to rest, upon payment. Inform that for that
The Senior Sports Council provides more than 63,000 euros.

The RFEP has paid to the FPPA each and every valid invoice received and, in addition, immediately. We are awaiting six corrected invoices for immediate payment. The FPPA has been required on multiple occasions to send them, but to date all requirements have been ignored.

The RFEP, the first interested in liquidating these payments, continues to await receipt of the properly billed documentation for its rapid payment.

PATROCINIO "NATURAL PARAYS'

The RFEP has obtained a sponsorship from the Viceconsejeria de Turismo of the Principality of Asturias, for the advertising and dissemination that is carried out from the national entity. There is no agreement or contract with the FPPA that requires the RFEP to pay any amount.

On 1 December 2022 the RFEP voluntarily and on its own initiative entered the sum of 25,000 euros to the FPPA, on the condition that the whole should
to be delivered directly to clubs, with the system to be established (number of licences, classification in leagues, etc.). No club has received a single euro, not knowing the fate that FPPA leaders have given to that money.

For the years 2023 and 2024, the possibility of continuing to contribute to the development of the Asian clubs was assessed, but in the face of the lack of compliance with the
to allocate the money to clubs and the unjustified problems generated by the FPPA, it has been estimated that it was inappropriate.

Conclusion:

The RFEP has no debt to the FPPA. Enchanted and willing to receive the invoices correctly for immediate payment.

The RFEP has no agreement, no contract with the FPPA on all sponsorship "Asturias Paraíso Natural." It therefore owes nothing for this.

The RFEP has all the supporting documentation available.

From the RFEP we continue with the commitment of collaboration with all the clubs and all the Autonomous Federations for the development of the Pyragüism in all its extension, but this Board of Directors will not admit any coercion, wherever it comes from.

We are at your disposal for any doubt or clarification.

THE SPAIN FEDERATION OF PIRAGÜISM

The version of the Asturias Federation

The FPPA pays all its debts to the Spanish Federation. Currently, the RFEP owes the total amount of 51,161 euros to the FPPA. The Federation of Piragüism of the Principality of Asturias maintained with the Royal Spanish Federation of Piragüism a theoretical debt derived from the canons for the organization of competitions. In turn, the RFEP had an outstanding debt to the FPPA for the accommodation of the national team concentrated in the residence of the CTD in Trasona. Both federations have been in negotiations for months to settle their respective debts, negotiations that reached their most important point on 20 November 2023, at a meeting between the presidents at the headquarters of the Directorate-General for Physical Activity and Sport of the Principality of Asturias, where they both committed (point 3.f) of the agreement) in which the RFEP paid their debt and, on the same day, after receiving that amount, the FPPA immediately paid their corresponding debt.

This agreement was never implemented by the refusal of the RFEP to fulfil its commitment agreed at the above-mentioned meeting on 20 November 2023. Following this, the FPPA proposed to the RFEP a debt compensation agreement, since the amounts owed were similar, in which the debt was settled at the accounting level and the difference in balances was only to be paid by one party. In this way, no Federation should pay such a high amount and no one, even with agreement, should give in to the former.

This proposal was made on two occasions and was rejected once, and the second was not answered. The FPPA has at all times considered the initial agreement on 20 November 2023 in force, on the understanding that the payment of the FPPA debt was first conditional on the payment of the debt of the RFEP, as had been agreed between the two presidents, and therefore the FPPA remained pending compliance by the RFEP. Since the agreement was not to be complied with by the RFEP and the FPPA proposal which could not be considered to have been damaged by any Federation was not accepted, FPPA has decided to take its step independently.

For this reason, since 1 February, the Federation of Piragüism of the Principality of Asturias has been free of debt because it has paid its outstanding bills with the Royal Spanish Federation of Piragüismo. Once this debt has been paid, and communicated to the RFEP and the Directorate-General for Physical Activity and Sport, it has been requested in writing from the General Secretariat of the FPPA to pay the debt that the RFEP has pending with the Asturian pyragüism, both of the accommodation of the national team concentrated in the residence of the CTD of Trasona and of the sponsorship of Asturias Paraíso Natural, and that it amounts to the total amount of 51,161 euros.

We make this communication on the initiative of the General Assembly of the FPPA and to clear any doubt of our commitment to the Asturian pyragüism and by extension, to the Spanish pyragüism, making it clear that, although the RFEP has an important amount for the accommodation of the athletes of the national team concentrated in the CTD in Trasona, the FPPA maintains its responsibility for the athletes and coaches and will continue to provide the accommodation service as a sign of support for the Olympic objectives of the Paris Games 2024.
