Tired in the Catalana de Vela several clubs report irregularities in the electoral census
Friday, August 21, is the date marked in the electoral calendar of the Federació Catalana de Vela, for the election of the athletes (light sail, cruise, skate and radio control), technicians and judges; and on the first day of September the club, to the general assembly that will have to elect the next president and board of directors, to which Xavier Torres (who is the outgoing and current first vice president of the Royal Spanish Federation of Vela) and Jesus Turró are presented.
In recent weeks, there have been somewhat strange last-minute movements in the preparation of the club census and some radio-control regatist licenses.
The fact is that three real and contrasted clubs, such as Club Nàutic Garraf, Club Níutic Vilassar and Club Pati Vela Barcelona, did the check through the computer system and it was found that on July 8, 116 licences were processed for a series of clubs and associations and on July 27, 22 more, all of them for leisure. The notarial record of this fact was issued, and following the complaint of these three clubs to the Electoral Board and to the Tribunal Català de l'Esport, a new notarial record was changed in the computer system to which all clubs have access, the date of release of these licences, which was again the issue of a new notarial record.
Of the 102 clubs in the initial census, the Catalan made a survey for different reasons and left them in 71, but of these 16 have appeared that in recent years they have barely been active and in the years 2018 and 2019 they did not reach the 20 licences that are the minimum required in the regulations to be in the census. All these clubs and associations are windsurfing, and there is the fact that on July 8 they all had a suspicious increase in licences that theoretically "enabled" them to be electors.
Among the "dubious" clubs is the Windsurfistes Associats de Premià, which runs the Torres itself, which has combined the presidency of this club with that of the Federació, and now is again a candidate for it, which has gone from having 6 licenses in 2019 to 20 in 2020, all of them processed on July 8. There are other clubs that have gone from having a license to more than 20 to a month and a half for the elections; others such as the Níutic Sa Riera Club that the FCV certifies has 27 licenses, but that according to the software has no license processed or the Club de Vela Creixell that had a license in 2019 and on July 8, 19 were processed from a pull.
The Federació issued a certificate that some of these clubs were valid because they had participated in the Nit de la Vela and a congress organized by the federation itself, but what enables the club, according to the regulations, is not for its social activity but for the sport included in the official calendar of the year approved by the assembly. Below is the comparative table of the sharp increase in licences in 2020 of a series of clubs, apparently made ad hoc.
