In order to achieve a more harmonised application by all the Maritime Captains, as well as for the empowerment and development of the whole of the water charter sector, the General Directorate of the Merchant Navy, at the request of the sector and with the involvement of ANEN, has carried out a review of the previous regulations published in October last year, and has published today the new Service Instruction 3 / 2020 on the nautical lease of ships and recreational ships that overrides and replaces the previous Service Instruction 10 / 2019.
The new Service Instruction generally introduces the following new developments:
1.Unifies the application formats to be used and delimits and specifically in each case, the documentation to be provided.
2.Allows the presentation of copies and private translations. Simplifies documentation requirements for non-Spanish pavilion megayate crews.
3. Improves the "Megayates Database" (BDMY) (of a length of more than 24 m) capable of carrying out the nautical lease activity in or from Spanish ports, in order to speed up its operation.
4.Expands the validity of the Accreditation Document of Inclusion in the BDMY.
5.Eliminates the requirement of the flag waiver for vessels over 14 metres long and flag vessels from non-EEA countries.
6.Determine, in each case, the length of the release per time.
