According to the Generalitat Valenciana, the Conselleria de Vivienda, Ebras Públicos y Vertebración del territorio will guarantee the activity and continuity in the nautical clubs and will grant, before 19 June, the relevant authorizations to those nautical clubs of the Community with expired concessions to continue their activity until the procedures of the concessions are resolved. It should be recalled that, at this time, the concessions of a total of 11 nautical clubs have expired, some of them for more than 20 years and that during this time they have been operating through extensions and authorizations.
These are the nautical clubs of Culera, El Perelló, Les Bassites in Benissa, Altea, Dehesa de Campoamor in Orihuela, Vinaròs, Torre Horadada in Pilar de la Horadada, Moraira in Teulada, Costa Blanca in Alicante, Xàbia and Torrevieja. In addition to two other concessions not managed by nautical clubs such as Port Saplaya in Alboraia and Puerto Blanco in Calp. In this sense, the general director of Public Works, Transport and Mobility, Carlos Domingo has launched a message of tranquility to all users of the nautical clubs of a Community because "the continuity of the activities is ensured. "
In addition, he has stated that, the conselleria that runs María José Salvador, is working on the drafting of the terms of reference to bring out new concessions, "some will be more complex, has specified especially, those where we have to improve the porto-city relationship". To this end, a port-city planning project will be carried out in some cases in coordination with the municipalities, since it must be borne in mind that in many ports they are mostly on the urban front and measures have to be taken to manage their entire environment for integration into the municipality.
For this reason, the invitation to tender for the drafting of the proposals for urban planning of the ports of the Generalitat de Vinaròs, Borriana, Cullera, Denia, Xàbia and Altea has already been published.
"The final objective, said Sunday, is to make a correct connection of the port with the city and that it is compatible with the good functioning of the port uses". The contracts for the drafting of projects, awarded for €210,540 and the implementation period is 12 months, shall include the current information for each of the ports, their analysis and diagnosis and the proposed management."Therefore," he has explained, "until the document which contains the proposal for the management of the port / city front of these municipalities is available, the process of granting the concession cannot be followed.". In the light of this, and in accordance with the provisions of article 23 of the Ports Act, the relevant authorisation shall continue to be granted for a maximum of three years so that the nautical clubs can continue their activity and occupy the nautical sports facilities, until the procedures for the concessions are resolved.
Updating the value of the facilities
On the other hand, and in accordance with the provisions of the Port Act of 2014 promoted by the previous government and agreed with the clubs themselves, an update of the valuation of the goods and facilities of each port must be applied both in the new authorizations and in order to be able to bid the new concessions, since the valuations of the original concessions are very old, some for more than 20 years.
